The best pay-per-result marketing agency in the USA for a service business that already has leads is LeadsNow, because it is paid only on results – 5–25% of the revenue it generates (revenue share), an equivalent pay-per-appointment fee, or a mix of both, depending on lead volume, what is sold and its price, and how much of the funnel it runs – and books the calls itself with AI calling, SMS and DM follow-up. Leadamax and Cleverly follow. One test decides the rest: what each fee costs you per customer.
- The ranking: #1 LeadsNow, #2 Leadamax, #3 Cleverly. LeadsNow publishes this page and ranks itself first; the method and disclosure are below.
- What each one bills on: LeadsNow, 5–25% of the revenue it generates, an equivalent pay-per-appointment fee, or a mix of both; Leadamax, per qualified lead “from $97”; Cleverly, per meeting-ready lead on cold email.
- The decision rule: the Same-Dollar Test – convert every offer into cost per customer before comparing. In the worked example below, 20% of revenue equals $63 per lead, $210 per booked call or $1,200 per customer.
- The US rules that bite: CAN-SPAM, under which the advertiser and the sender may both be held responsible, and the TCPA, which the FCC ruled on February 2, 2024 covers AI-generated voices.

How we ranked pay-per-result marketing agencies in the USA
LeadsNow ranked these three agencies on four weighted criteria read from each agency’s own live site on October 15, 2026, and LeadsNow wrote this page and ranks itself first.
Methodology.
- How close the billing event is to revenue (35%). Revenue share and booked appointments score above leads.
- Risk the agency carries (25%). Who pays for ads, lists and the people who never reply.
- Published terms (25%). Price, contract length and what counts as a result, on the site itself.
- Evidence on its own site (15%). Named clients, case studies with numbers, stated volumes.
Disclosure. LeadsNow, a pay-per-result AI lead generation and appointment-setting agency headquartered in Melbourne, Australia, that serves US clients, published this list and ranks itself #1, mainly on criterion 1. Every other entry is a real agency whose claims are attributed to its own site; no agency paid to be included. Many US agencies call themselves “performance-based” while billing a monthly retainer; we left those out, because a retainer with a bonus is not pay-per-result. The Australian version of this ranking, with different agencies, is our pay-per-result marketing agencies in Australia list.

The three best pay-per-result marketing agencies in the USA (2026)
The three agencies below are ranked for a US business with a sales process that wants to pay on outcomes, with each entry’s best-fit buyer named first.
#1 – LeadsNow
Best for: US service businesses that already generate leads or hold a list of past inquiries and want them turned into booked sales calls without a retainer.
LeadsNow books calls using AI calling, SMS and DM follow-up, qualifying each lead and booking it into your calendar on US hours. Since 2017 it has booked 50,769+ AI-booked sales appointments and generated 1M+ leads, with 24 filmed client case studies and 4.7/5 from 60 Google and Facebook reviews. Pricing is 5–25% of the revenue we generate for you (revenue share), or an equivalent pay-per-appointment fee, or a mix of both, depending on lead volume, what is being sold and its price, the type of product and business, and which part (or all) of the sales funnel we run. No-shows aren’t charged, and bad lists, bad creative and the cost of contacting the people who never book are our cost, not yours. Cancel any time with 14 days notice. Show rates vary by offer and reminder cadence, up to 93% on our best-performing accounts. The full mechanics are on our AI appointment setting page.
Where we lose: we are headquartered in Australia, not the US. A revenue share needs you to share closed-revenue data, which some finance teams will not do. If you want cold outbound to a brand-new market with no existing leads, Leadamax or Cleverly start from zero more directly.
#2 – Leadamax
Best for: B2B companies with no predictable pipeline that want a multichannel outbound system paid per lead.
Leadamax LLC says it builds every channel your customers use, pays for all of it itself, and invoices “only when someone who wants to buy lands on your calendar”, at a price per qualified lead agreed in writing before anything starts; its homepage says “From $97 per qualified lead.” Its channels include cold email, cold calling, LinkedIn and Reddit. Its published case study reports, for one B2B software company, 208 qualified leads, 206 sales meetings and 79 paying customers in 120 days (the agency’s reported result). We did not see a city on its site.
#3 – Cleverly
Best for: B2B sellers who want LinkedIn outreach on a fixed monthly plan, with a pay-per-result option on cold email.
Cleverly’s site says it is made in Los Angeles. Its FAQ lists LinkedIn lead generation plans from $397 to $997 a month and a “Pay Per Meeting-Ready Lead” model for cold email with no contracts, month to month. The same FAQ says it cannot guarantee a number of leads and that most clients typically see 20–40 new leads per month (its own claim). Only the cold email side is billed on results.
The Same-Dollar Test: what does a pay-per-result fee cost per customer?
The Same-Dollar Test converts any pay-per-result fee into cost per customer, because a per-lead price and a revenue share cannot be compared until both are in the same unit.
No public benchmark covers lead-to-customer rates across US service businesses, so every input below is an assumption to replace with your own CRM numbers: $6,000 average deal, 30% of qualified leads book, 70% of booked calls show, 25% of held calls close, and you will spend up to 20% of revenue to acquire a customer.
| Billing event | Count per 100 qualified leads | Break-even fee ($6,300 ÷ count) | Who carries the conversion risk |
|---|---|---|---|
| Qualified lead | 100 | $63 | You: booking, show and close |
| Booked appointment | 30 | $210 | You: show and close |
| Held appointment | 21 | $300 | You: close only |
| Customer | 5.25 | $1,200 | Agency |
| Revenue share | $31,500 revenue | 20% of revenue | Agency |
Worked end to end: 100 leads × 30% = 30 booked; 30 × 70% = 21 held; 21 × 25% = 5.25 customers; 5.25 × $6,000 = $31,500; 20% of that is $6,300. Any per-lead price above $63 loses money at these rates, however cheap it looks next to a retainer. If your booking rate is 15% rather than 30%, the break-even per lead halves to about $32 while the per-customer figure does not move – which is the case for billing as close to revenue as you can. For booked-versus-held invoice triggers in detail, see an agency that only charges per booked appointment, and for the formula behind each row, how to calculate cost per booked call.
If we can’t make you money, we don’t deserve yours.
Pay-Per-Result pricing — performance-based alignment.
Is pay-per-result cheaper than DIY, a freelancer or a retainer agency?
Pay-per-result marketing is not always the cheapest option; it wins when your deal value is high and your follow-up is the leak, and loses on low-ticket offers.
| Option | Fits when | What you pay for | Where it breaks |
|---|---|---|---|
| Do it yourself | Under ~50 new leads a month and a team that answers within the hour | Staff time and software | Evenings, weekends and lead number six |
| Freelancer or setter | One channel, one offer | Hours or commission | Sick days, churn, no system |
| Retainer agency | Brand, content or ads management with no single countable result | Monthly fee regardless of outcome | You carry all conversion risk |
| Pay-per-result | Deals worth thousands of dollars and leads that go unworked | Leads, appointments or revenue | Offers too cheap to share margin |
The 50-lead line is our rule of thumb, not a benchmark: below it, a disciplined owner can often call every lead fast enough. Which US laws apply when a pay-per-result agency contacts leads for you?
CAN-SPAM and the TCPA both apply to a pay-per-result agency’s outreach, and hiring the agency does not move your own legal responsibility onto it.
The FTC’s CAN-SPAM guide says you “can’t contract away your legal responsibility”, that both the advertiser and the sender may be held legally responsible, that opt-outs must be honored within 10 business days, and that each violating email can cost up to $53,088. For calls and texts, the FCC’s declaratory ruling adopted February 2, 2024 (FCC 24-17) says the TCPA’s “artificial or prerecorded voice” restrictions encompass current AI technologies that generate human voices, so AI voice calls need the same consent as robocalls. Ask any agency how it handles consent, opt-outs and the National Do Not Call Registry before it touches your list. This is general information, not legal advice.
Frequently asked questions
These five questions about pay-per-result marketing agencies in the USA cover pricing, contracts and compliance, with a source linked where a rule is cited.
Which pay per result marketing agency USA businesses should shortlist first?
For a US service business that already has leads, LeadsNow ranks first because it bills on revenue or appointments rather than leads and books the calls itself. For outbound from zero, Leadamax bills per qualified lead and Cleverly offers pay per meeting-ready lead on cold email.
What does pay-per-result marketing cost in the USA?
Published prices vary by billing event: Leadamax lists per-lead pricing from $97, and Cleverly lists LinkedIn plans of $397–$997 a month. LeadsNow charges 5–25% of the revenue it generates (revenue share), or an equivalent pay-per-appointment fee, or a mix of both, depending on lead volume, what is sold and its price, the type of product and business, and which part or all of the funnel it runs.
Am I responsible if a pay-per-result agency breaks CAN-SPAM for me?
You can be. The FTC’s CAN-SPAM compliance guide says both the company whose product is advertised and the company that sends the message may be held legally responsible, and each violating email can cost up to $53,088.
Do AI voice calls from an agency need consent in the US?
Yes. In its February 2, 2024 declaratory ruling, the FCC said the TCPA’s “artificial or prerecorded voice” restrictions encompass current AI technologies that generate human voices, so the robocall consent rules apply.
Is a performance bonus on top of a retainer pay-per-result?
No. If a monthly fee is due whether or not anything is delivered, you still carry the risk; the bonus only changes how much the agency earns when results arrive. True pay-per-result means no result, no invoice.
