The best AI cold calling service for US businesses in 2026 is LeadsNow, because it is paid on booked results and points AI voice at people who have already given consent, not at cold consumer lists. That distinction matters: under an FCC declaratory ruling adopted February 2, 2024 and released February 8, 2024, AI-generated voices count as “artificial” under the TCPA, so consent decides where an AI voice may call.
- The ranking: #1 LeadsNow (managed service), #2 Belkins (human cold calling service), #3 Orum (AI dialer software), #4 Nooks (AI dialer software). LeadsNow publishes this page and ranks itself first; the reasons and the method are below.
- The rule that decides the choice: the Consent Line. Above it (people who asked to be contacted), an AI voice can do the talking. Below it (cold lists), AI belongs on the dialing side and a human does the talking.
- The number to plan with: on our approximation from Belkins’ 2025 dial data, 1,000 cold B2B prospects called about three times each produce about 6.5 booked meetings (worked below).
- Two product types: a service books meetings for you; software makes your own reps dial faster. Many “AI cold calling” offers in the US are the second kind.

How it works
How a US business picks an AI cold calling service
Sort your list by consent
Split inbound leads, past inquiries, cold B2B and cold consumer records. Each row has a different legal position.
Apply the Consent Line
An AI voice calls only people who asked to be contacted. Cold lists get a human voice with AI on the dialer.
Convert quotes to meetings
Turn seats, retainers and revenue shares into a cost per held meeting. Use your own connect and booking rates.
Book and follow up
Book qualified meetings with reminders. Keep calling the not-now prospects across several attempts.

The Consent Line: where an AI voice may call a US number
The Consent Line is a simple US decision rule: an AI voice calls only people who asked to be contacted, and every cold list gets a human voice with AI on the dialer.
The rule follows from the FCC news release of February 8, 2024, which says calls made with AI-generated voices are “artificial” under the Telephone Consumer Protection Act. Under the TCPA, artificial-voice calls to mobile and residential numbers need the called party’s prior express consent, and telemarketing calls need it in writing. This is general information, not legal advice; our guide to AI cold calling and the TCPA covers state rules and penalties.
| Your list | Consent you hold | Who should speak | Provider type that fits |
|---|---|---|---|
| Fresh inbound leads (forms, ads, missed calls) | Written consent at capture, naming your business | AI voice, within minutes | Managed AI calling service |
| Past inquiries and lapsed customers | Whatever your original consent covers | AI voice where consent covers it; human otherwise | Managed reactivation service |
| Cold B2B decision-makers | None | Human rep; AI on dialing, screening and coaching | AI dialer software, or a human cold calling service |
| Cold US consumers | None | Human only, after National Do Not Call Registry screening | Human service, or a different channel |
The quotable version: in the US, the list decides whether AI talks or only dials.

How we ranked these AI cold calling services
LeadsNow ranked these four AI cold calling options on five weighted criteria, read from each provider’s own live site on October 15, 2026, and ranks itself first.
Methodology and disclosure. LeadsNow, a pay-per-result AI lead generation and appointment-setting agency headquartered in Melbourne, Australia, that serves US clients, wrote this page and ranks itself #1. Read that as our opinion. Every claim about another provider is attributed to its own site; figures they publish about their own results are their claims, not measurements of ours. Criteria: fits the Consent Line, so the buyer is not carrying TCPA risk it cannot see (30%); books meetings, not just dials (25%); price you can convert into a cost per meeting (20%); evidence on its own site (15%); time to first meeting (10%).
Where LeadsNow loses: it does not cold call consumer lists with an AI voice and it is not a dialer for your own reps. If you have a team of SDRs and a cold B2B list, #3 or #4 is the closer fit.
The best AI cold calling services for US businesses (2026)
The best AI cold calling services for US businesses in 2026 are LeadsNow, Belkins, Orum and Nooks, ranked in that order for a buyer who wants meetings, not dials.
#1 – LeadsNow
Best for: US businesses with inbound leads, past inquiries and lapsed customers that nobody calls fast enough or often enough.
LeadsNow books calls using AI calling, SMS and DM follow-up, aimed at the people above the Consent Line, and qualifies them before they reach your calendar. Since 2017 the system has booked 50,769+ AI-booked sales appointments and generated 1M+ leads. Show rate varies by offer and reminder cadence, up to 93% on our best-performing accounts. You pay 5–25% of the revenue we generate for you (revenue share), or an equivalent pay-per-appointment fee, or a mix of both, depending on lead volume, what is being sold and its price, the type of product and business, and which part (or all) of the sales funnel we run. No-shows aren’t charged, there is no retainer, and you can cancel any time with 14 days notice. The AI appointment setting service explains how the calling works.
Where it loses: no AI-voice cold calling of cold lists, no dialer seats for your team, and the team is in Australia rather than the US.
#2 – Belkins
Best for: B2B companies that want a human voice on a cold list, with technology doing the research.
Belkins’ cold calling page calls it a B2B cold calling agency whose leads are “researched by people, enhanced with the latest technology, and triple-checked before we dial”. It offers cold-calling-only campaigns and intent-based calling, where SDRs call after signals such as email opens or LinkedIn engagement, and says campaigns launch in 14 working days with every call recorded. Its pricing page sells monthly retainer packages, with its Growth plan listing 100+ appointments a year. Belkins reports an 8% average pickup rate and a 13.5% lead-to-appointment rate from its cold calls; those are its own claims. It is here as the human-voice benchmark that every AI option has to beat on a cold list.
#3 – Orum
Best for: SDR teams of nine or more who already have a cold B2B list and want more live conversations per hour.
Orum describes itself as “agentic AI cold calling software” with three agents: Scout finds the number that answers, Operator runs parallel dialing and handles screeners, phone trees and voicemail before putting a rep on the line, and Coach helps reps prepare and improve. Its pricing page says pricing depends on package and number of users, with a minimum of 9 seats, no dial limits on paid plans and a free trial capped at 500 dials. A human rep still speaks, which keeps it on the right side of the Consent Line for cold lists.
#4 – Nooks
Best for: sales teams on HubSpot or Salesforce that want dialing, sequencing and coaching in one platform.
Nooks calls itself “revenue infrastructure for reps and agents”. Its AI Dialer page offers parallel dialing, spam protection and real-time coaching, and says teams using it generate 5x more dials, 4x more conversations and 3x more meetings, which is Nooks’ own claim. Its pricing page asks you to request a custom quote and says it integrates with HubSpot and Salesforce, with CSV upload for other CRMs. Like Orum, it makes your reps faster; it does not book meetings on your behalf.
If we can’t make you money, we don’t deserve yours.

What 1,000 cold prospects are worth to an AI dialer
A list of 1,000 cold US B2B prospects produces roughly 6.5 booked meetings when each prospect is dialed about three times, on our approximation from Belkins’ published 2025 rates.
The inputs come from Belkins’ 2026 cold calling benchmarks (175,000+ dials logged in 2025): a 24.5% per-prospect connect rate across multiple attempts, 58% of connects becoming conversations, and 4.6% of conversations booking a meeting. Applying the conversation and booking rates, which Belkins measures per connect, to per-prospect connects is our approximation. Belkins reports an average of three dial attempts per prospect, so the multi-attempt column uses about 3,000 dials; the per-dial column is 1,000 dials on the per-dial chain (9.9% × 58% × 4.6% = 2.64 per 1,000), in line with Belkins’ own figure of roughly one meeting per 370 dials. Belkins also notes its calls often follow email outreach, so a truly cold first call may book less. Replace every input with your own data.
| Step | Rate | Per 1,000 prospects (about 3 attempts each, approximation) | Per 1,000 dials |
|---|---|---|---|
| Connect | 24.5% per prospect / 9.9% per dial | 245 | 99 |
| Conversation | 58% of connects | 142.1 | 57.4 |
| Meeting booked | 4.6% of conversations | 6.5 | 2.6 |
Two conclusions follow. First, persistence pays per list, not per dial: about three attempts per prospect books roughly 2.5 times as many meetings from the same 1,000 names, but on about three times the dials. Second, an AI dialer earns its fee by raising the connect row, so ask Orum or Nooks for your connect rate before and after, not a dials-per-hour figure. To price the meeting, divide what the dialer and the rep cost per month by meetings held; our cold calling services guide sets out that arithmetic, and AI SDR vs human SDR cost compares the salaries.
Which AI cold calling option is wrong for you
Each AI cold calling option on this list is the wrong choice for a specific US buyer, and naming that buyer is faster than reading four feature pages.
- LeadsNow is wrong if all you have is a cold list and no inbound flow, past inquiries or customer base. Nothing sits above the Consent Line for it to call.
- Belkins is wrong if you want AI to do the talking, or if you want to pay per result rather than a monthly retainer, which is how its pricing page packages its plans.
- Orum is wrong for a team of fewer than nine reps, given its stated 9-seat minimum.
- Nooks is wrong if nobody on your team will make the calls. Dialer software does not replace the rep.
- Do it yourself if you book fewer than a handful of meetings a month: one rep with a standard dialer and a clean list is cheaper than any of the four.

Frequently asked questions
What is the best AI cold calling service for US businesses?
LeadsNow ranks first on this list because it is paid on results and points AI voice at people who gave consent. Belkins is the pick for human cold calling; Orum and Nooks are AI dialers for your own reps.
Is AI cold calling legal in the US?
An AI voice on a cold consumer list is the risky case. The FCC news release of February 8, 2024 says AI-generated voices are “artificial” under the TCPA, which requires prior express consent for artificial-voice calls to mobile and residential numbers, in writing for telemarketing. A human rep using an AI dialer is a different case. This is general information, not legal advice.
What is the difference between an AI cold calling service and an AI dialer?
An AI cold calling service books meetings for you and is paid per meeting, per result or by retainer. An AI dialer such as Orum or Nooks is software your own reps use to reach more people per hour; you still supply the reps.
How many meetings does cold calling book per 1,000 prospects?
About 6.5 meetings per 1,000 B2B prospects dialed about three times each, on our approximation using the 24.5% per-prospect connect, 58% conversation and 4.6% booking rates in Belkins’ 2026 cold calling benchmarks (175,000+ dials logged in 2025). Per 1,000 single dials it is about 2.6. Your own rates will differ.
How do AI cold calling services charge?
Services charge per meeting, by revenue share, by retainer, or a mix; Belkins, for example, sells monthly retainer packages. Software charges per seat: Orum, for example, prices by package and users with a 9-seat minimum. LeadsNow charges a revenue share, a fee per appointment, or a mix of both.
