Who has to be on the consultation? The Two-Adult Rule
The Two-Adult Rule says an admissions consultancy should only count a consultation as booked when the student and the paying adult have both agreed to attend. A student can be persuaded on a call; a parent pays. Which offers need a consultation at all depends on how they are sold:

What is a booked consultation worth when the parent is missing?
Value per booked consultation = package price × [payer-attendance rate × close rate with payer present + (1 − payer-attendance rate) × close rate without]. No public benchmark exists for package prices or these rates, so every input is an assumption: a A$6,000 package, a 30% close rate when the payer attends and 5% when they do not. Replace each with your own figures.
Worked example at 75% attendance: A$6,000 × (0.75 × 0.30 + 0.25 × 0.05) = A$6,000 × 0.2375 = A$1,425 per booked consultation.

Best for: consultancies that want families to find them on Google for searches such as university or medicine entry help.

An admissions sale runs from enquiry to a family consultation to a signed package, often months before a test date or application deadline. Ask these five questions in writing:
- Will the paying parent be on the consultation? Ask how the agency confirms it, and whether a student-only booking counts toward its fee.
- Do you call only people who enquired? Calls to bought or cold lists can turn a sale into an unsolicited consumer agreement.
- What hours will you call? The answer should match the telemarketing hours in the ACCC’s sales practices guide.
- How do you treat a minor who enquires alone? The script should ask for a parent’s contact and book the family, not sell to the student.
- Does the fee apply to families who cancel inside the cooling-off period? Agree that before the first booking.

It can, but the sale changes. The ACCC’s sales practices guide says an agreement is unsolicited when a supplier telephones a consumer without invitation and the total value is more than $100. What hours can an agency call families in Australia?
The ACCC’s sales practices guide says the telemarketing standards do not allow telephone marketing to consumers on a Sunday or public holiday, before 9am or after 8pm on a weekday, or before 9am or after 5pm on a Saturday. Evenings after school are the natural window, so the 8pm cut-off matters.
