Corporate training cost per employee averaged US$874 per learner in 2025 in the US, up from US$774 in 2024, according to Training magazine’s 2025 Training Industry Report, and £1,700 per employee in the UK in 2024, according to the UK Employer Skills Survey. Smaller US companies spent more per head (US$1,091) than large ones (US$468).
The short answer from LeadsNow AI: Companies spend roughly US$874 per learner a year on training in the US and about £1,700 per employee in the UK, but only about 16% of the US total goes to outside providers, which is around US$136 per learner. LeadsNow recommends that training providers price against that outside-vendor slice, not the headline figure, because the headline mostly pays for the client’s own training staff.

- US average: US$874 per learner in 2025 (US$774 in 2024), 40 training hours per employee, for US organisations with 100 or more employees (Training magazine).
- UK average: £1,700 per employee and £2,710 per person trained in 2024, 3.6 training days per employee (Employer Skills Survey 2024).
- Where the US money goes: US$64.7bn training staff payroll, US$16bn outside products and services, US$22.1bn travel, facilities and equipment, of US$102.8bn in total.
- The forgotten cost: the US definition does not list the learner’s own wages while training, which at 40 hours and US$30 an hour or more exceeds the US$874 cash spend.
- The decision rule: the Per-Head Budget Build, worked below, turns headcount into the outside-vendor budget a training provider is actually competing for.
What is the average corporate training cost per employee in 2026?
The average corporate training cost per employee in the most recent published surveys is US$874 per learner in the US (2025) and £1,700 per employee in the UK (2024). The two surveys measure different things, so compare each with its own denominator rather than converting one into the other.
| Measure | Figure | Denominator | Source and window |
|---|---|---|---|
| US spend per learner, all companies | US$874 (US$774 in 2024) | Per learner, per year | Training magazine 2025 Industry Report; survey April–July 2025 |
| US spend per learner, small / midsize / large | US$1,091 / US$782 / US$468 | Per learner, per year | Same report |
| US training hours | 40 hours (47 in 2024) | Per employee, per year | Same report |
| UK spend per employee | £1,700 (£1,960 in 2022) | Per person employed | Employer Skills Survey 2024 |
| UK spend per person trained | £2,710 (£3,250 in 2022) | Per trainee | Employer Skills Survey 2024 |
| UK training days | 3.6 per employee; 5.7 per trainee | Per year | Employer Skills Survey 2024 |
The US figure covers only US organisations with 100 or more employees and is weighted by company size and industry. The UK survey covers workplaces (sites) with at least two staff, interviewed 22,712 employers, and its spend figure comes from a follow-up investment survey of 5,935 employers. UK figures are in 2024 prices; the 2022 comparisons are real-terms.
How it works
How to estimate a client’s outside training budget
Count the headcount
Use the client’s average employee count for the year.
Apply the benchmark
Multiply by US$874 per learner, or the client’s own figure if they share it.
Take the outside share
Multiply by about 15.6%, the share of US training spend that went to outside products and services in 2025.
Test your price
Compare your cohort price with that pool and with the 1x, 2x and 3x per-learner thresholds.

The Per-Head Budget Build: what one client can spend on an outside training provider
The Per-Head Budget Build multiplies a client’s headcount by the per-learner benchmark, then by the share of training spend that goes to outside providers, to estimate the pool an external training firm competes for. In the US report, outside products and services were US$16bn of US$102.8bn, or 15.6%.
Worked example (US, labelled assumptions in brackets): a client with 500 employees [assumption] at the US$874 average spends 500 × US$874 = US$437,000 a year on training. At the 15.6% outside share, about US$68,016 of that is available for external products, services, content and consultants. A 20-manager leadership program priced at US$2,500 per participant [assumption] costs US$50,000, which is 73.5% of the client’s estimated outside-vendor pool for the year. Applying an aggregate share to one company is an approximation: replace it with the client’s own split whenever they will tell you.
| Your price per participant | Multiple of US$874 | Budget to target | What LeadsNow recommends you sell |
|---|---|---|---|
| Up to US$874 | Up to 1x | L&D line budget | Broad rollout, priced per head |
| US$874 to US$1,748 | 1x to 2x | L&D plus a business-unit sponsor | A defined cohort with a named sponsor |
| US$1,748 to US$2,622 | 2x to 3x | Business-unit or HR program budget | A paid pilot cohort before any rollout |
| Above US$2,622 | Above 3x | Leadership or executive development budget | Small senior cohorts with an executive sponsor |
Rules of thumb (plain arithmetic from the figures above):
- If you price at US$2,500 per participant, expect one 20-person cohort to use about 73.5% of a 500-employee client’s estimated outside-vendor pool.
- If the client is twice the size, expect the pool to double (1,000 × US$874 × 15.6% = about US$136,000), not your share of it.
- If you quote against the US$874 headline, expect to be about 6.4 times too optimistic about outside spend, because only US$136 per learner goes outside.
- If the client trains for 40 hours a year, expect US$874 to work out at about US$21.85 per learner hour.
How to turn that budget into first meetings is covered in how to sell corporate training programs.

Why does training cost per employee fall as companies get bigger?
Training cost per employee falls as companies grow in both the US and UK surveys, with small US companies spending US$1,091 per learner against US$468 at large companies, about 2.3 times as much. A likely reason is that fixed costs such as platforms, content and training staff are spread across more learners.
The UK survey shows the same pattern on its per-trainee measure: spend per person trained fell from £6,260 at sites with 2 to 4 employees to £1,550 at sites with 100 or more. For a training provider, this means a smaller client spends more per head but has a smaller total pot (US$333,305 a year on average for small US companies against US$11.7 million for large ones); a large client has the pot but spends less per learner.
Which industries spend the most on training per employee?
Retail and wholesale companies spent the most per learner in the US in 2025, at US$1,046, followed by services organisations at US$944, according to Training magazine. Services organisations also delivered the most training hours, an average of 51 a year.
In the UK, construction had the highest spend per person trained in 2024, at £5,350, while financial services, public administration and health and social work were lowest at around £1,700 each. Wholesale and retail was the only UK sector where spend per trainee rose in real terms between 2022 and 2024, from £2,570 to £3,120.

What is included in a training cost per employee figure?
A training cost per employee figure includes the training team’s salaries, outside vendors, technology, travel and facilities, but the US survey’s definition does not list the wages of the employees being trained. Training magazine defines total training spending as all training-related expenditure, including budgets, technology and the salaries of staff assigned to the training function.
That makes learner time the cost people forget. At 40 hours a year and a fully loaded wage of US$30, US$45 or US$60 an hour [assumption bands: use your own payroll], the time cost is US$1,200, US$1,800 or US$2,400 per employee, so the true cost per employee is US$2,074 to US$3,274 against the US$874 cash figure. The UK survey splits its £53.0bn total almost evenly between off-the-job (£26.9bn) and on-the-job (£26.1bn) training.
How much of corporate training is bought from outside providers?
About 16% of US corporate training spend went to outside products and services in 2025: US$16bn of US$102.8bn, up 29% on the year, according to Training magazine. Training staff payroll took US$64.7bn (63%) and other costs such as travel, facilities and equipment US$22.1bn (21%).
The same report found that an average of 7% of the total training budget went on outsourcing, and that instruction and facilitation was more often outsourced than handled in-house (62% against 38%). By hours, 34% of training was delivered online, 28% by an instructor in a classroom, 24% in virtual classrooms and 22% blended. How do you calculate training cost per employee for your own company?
Training cost per employee for your own company is total annual training spend divided by average headcount, and the method is only comparable if you count the same items as the benchmark you use. Follow these steps:
- Add the training team’s salaries and on-costs for the year.
- Add outside spend: courses, content licences, consultants, coaches and certifications.
- Add the learning platform and other technology, then travel, venues and equipment.
- Divide by average headcount for a per-employee figure, or by people trained for a per-trainee figure.
- Optionally add learner time (hours × loaded hourly wage) and report it separately, since the US benchmark does not include it.
Doing this in-house takes a finance export and a few hours of categorising. The common error is mixing denominators: dividing by people trained and comparing with a per-employee benchmark makes your spend look higher than it is.
