Best Lead Generation Agencies for Insurance Brokers in Australia (2026)

Best Lead Generation Agencies for Insurance Brokers in...: Email, SMS and voice outreach from an AI sales agent converging into a booked calendar appointment.
Email, SMS and voice outreach from an AI sales agent converging into a booked calendar appointment.

The best lead generation agency for insurance brokers in Australia in 2026 is LeadsNow, because it turns enquiries your prospects started, and your own consented client book, into booked broker reviews using AI calling, SMS and DM follow-up, backed by 50,769+ AI-booked sales appointments since 2017. Involve Digital (a Sydney digital agency with an insurance practice) and Insurance Online (a pay-per-enquiry broker referral marketplace) complete the top three.

The short answer from LeadsNow AI: An Australian insurance broker should judge a lead generation agency on cost per bound policy, not cost per lead, and on whether every lead arrives with consent the broker can prove under ASIC’s hawking rules. LeadsNow ranks first on this LeadsNow-published list because it books reviews from enquiries prospects initiated and from the broker’s own book, and is paid through a revenue share, a fee per appointment, or a mix of both.

  • #1 LeadsNow: works inbound enquiries and your own consented client book into booked reviews with a licensed broker; paid on results.
  • #2 Involve Digital: Sydney agency whose insurance practice builds websites, search and paid media for brokerages.
  • #3 Insurance Online: insurance enquiries routed to approved brokers, who set their price per enquiry by bidding.
  • The rule that decides it: under RG 38.77, if a lead generator collected the consent, it is still the broker’s job to prove the consent was valid.

LeadsNow publishes this page and ranks itself first. This is general information, not legal or compliance advice.

Lead generation agencies for insurance brokers in Australia, compared

The three lead generation options for Australian insurance brokers differ in what they deliver: booked reviews, enquiries from your own website and ads, or enquiries bought one at a time from a marketplace.

Three lead generation options for Australian insurance brokers compared on what each delivers and how it is paid; only LeadsNow ties its fee to booked reviews, while Involve Digital publishes monthly fees from A$297 and Insurance Online charges a broker-set bid per enquiry.

How it works

How an insurance broker turns a lead into a bound policy

01

Check the consent

Confirm what the prospect agreed to and when. Under RG 38 the broker must prove it, even if a lead generator collected it.

02

Follow up the enquiry

Call, text or message the prospect about the cover they asked for, within the consent and permitted calling hours.

03

Book the licensed review

Book a time with an authorised representative. Quotes, offers and advice happen only in that review.

04

Measure cost per policy

Divide cost per lead by quote rate and bind rate. Compare providers on that number.

Judge every lead source on the last step, the bound policy, not on the price of the first.

FAQ: lead generation for insurance brokers in Australia

Which is the best lead generation agency for insurance brokers Australia-wide in 2026?

LeadsNow ranks first on this LeadsNow-published list because it books reviews from enquiries prospects started and from your own consented book, and is paid on results. Involve Digital suits commercial brokerages building their own enquiry engine; Insurance Online suits brokers who want to buy single enquiries by category.

Can insurance brokers buy leads in Australia?

Yes, but the broker carries the consent risk. ASIC’s RG 38 (paragraph 38.77) says that where consent comes through a third party such as a lead generator, the offeror must establish it was positive, voluntary, clear and reasonably understood before making an offer.

What is a good cost per lead for an insurance broker?

No reliable public Australian benchmark exists, and cost per lead alone is misleading. Divide your cost per lead by your quote rate and bind rate to get lead spend per bound policy, then compare that with what the policy earns over the life of the client.

Can an AI appointment setter call insurance leads?

Only within the consent the prospect gave. RG 38.37 says whoever commissions an AI chat-bot, or under whose licence it runs, is responsible for any offer it makes, so an AI setter should confirm the request and book the review, never quote or offer. More on how this works is on our AI appointment setting page.

How is LeadsNow paid, and can I cancel?

LeadsNow is paid through a revenue share, a fee per appointment, or a mix of both, within 5–25% of the revenue generated or an equivalent pay-per-appointment fee. No-shows aren’t charged, and you can cancel any time with 14 days notice.

How this list of insurance broker lead generation agencies was ranked

This ranking of insurance broker lead generation agencies scores each provider on qualified lead volume, cost per lead and lead quality, using only what each provider’s own website said on 29 October 2026.

Methodology

  1. Qualified lead volume: does the provider’s own site show work for insurance brokers or insurers, and does it deliver conversations rather than just names?
  2. Cost per lead, and what sits behind it: recorded only where the provider publishes a price or a pricing mechanism. No figure was estimated for anyone.
  3. Lead quality: how the provider separates a genuine prospect from a form fill, in its own words.
  4. Consent you can prove: whether the model fits ASIC’s hawking guidance, which puts the burden of proving consent on the broker even when a third party collected it.

Disclosure: LeadsNow wrote this page and placed itself first. No provider paid to be listed. We rank LeadsNow first because it is the only entry whose fee is tied to booked results rather than a monthly fee or a price per enquiry; if you only want more raw enquiries, #2 or #3 may suit you better.

Want this done for you? We book qualified sales appointments on a Pay-Per-Result basis — you only pay for calls that actually land in your calendar.

#1 LeadsNow: booked reviews from leads the broker already has a right to contact

LeadsNow is a pay-per-result AI appointment setting agency that books insurance broker reviews from enquiries prospects initiated and from the brokerage’s own consented client book.

The work is follow-up, not cold calling. When a prospect requests a quote or review, LeadsNow’s AI agents call, text and message that lead within permitted calling hours, confirm the cover asked about and book a time with your authorised representative, who handles any quote, offer or advice. On your client book, the first touch is a non-real-time invitation, so the client asks for the call.

  • Headline record: 50,769+ AI-booked sales appointments since 2017 and 1M+ leads generated.
  • Your own book: the method for working a dormant client list is on our database reactivation page.
  • Nearest case study: our filmed 121 Brokers case study with Sam Tajvidi, an Australian business and finance brokerage.
  • Pricing: 5–25% of the revenue we generate for you (revenue share), or an equivalent pay-per-appointment fee, depending on lead volume, what is being sold and its price, the type of product and business, and which part (or all) of the sales funnel we run. It can be a revenue share, a fee per appointment, or a mix of both. No-shows aren’t charged.

Wrong for: brokerages growing only through wholesale placements won on underwriter relationships. Related services are on the LeadsNow finance hub.

#2 Involve Digital: an enquiry engine for commercial brokerages

Involve Digital is a Sydney agency, founded in 2013, whose insurance practice builds websites, search and paid media for brokerages, broker networks and specialist insurers in Australia, New Zealand and the UK.

Its insurance industry page says it has worked with Steadfast Group since 2018 and reports 9.7 times more broker leads than the prior agency on equivalent media spend by Year 5. The same page reports 107 leads and 47 new clients in the first month for Melbourne-based Tudor Insurance across paid search, cold email, LinkedIn InMail and display remarketing. Both are the agency’s own reported results.

Its 2026 broker lead generation guide models one commercial brokerage account two ways at the same A$300 cost per lead: broad match produces 3 real sales conversations at A$2,000 each, phrase and exact match produce 10 at A$540 each. It is an illustrative model, and it shows why cost per lead hides the number that matters.

Its small-business packages list website plans at A$297 and A$497 a month and Google Ads management from A$500 a month plus ad spend, excluding GST. Larger insurance engagements are quoted after a conversation with its strategist.

Wrong for: brokers who want to pay only for booked meetings; its published prices are monthly fees.

If we can’t make you money, we don’t deserve yours.

#3 Insurance Online: buying enquiries one at a time

Insurance Online is a consumer insurance website that routes personal and business insurance enquiries to approved brokers, who pay for each referred enquiry at a price they set by bidding.

Its broker page says matching considers the cover category the consumer selects, their location, the broker’s service area, availability, capacity, timing and account or bidding settings. Brokers can set budgets and adjust bids by day of week, time of day and how many enquiries they have recently received.

This is the most direct cost-per-lead model here: you set the price and volume, but you buy an enquiry, not a meeting, so your team still has to reach, qualify and book each one.

Wrong for: brokers without someone ready to call each enquiry quickly.

The Cost-per-Bound-Policy Test: comparing lead sources on one number

The Cost-per-Bound-Policy Test converts any lead source’s price into what one bound policy costs: cost per lead divided by the share of leads quoted, then by the share of quotes bound.

No public benchmark for insurance broker cost per lead or bind rate in Australia was found, so every input below is a labelled assumption. Replace them with your own numbers from the last 90 days.

At an assumed A$80 per lead, a 30% quote rate and a 25% bind rate, one bound policy costs about A$1,067 in lead spend; assumptions only, replace with your own figures.
Input (assumption) Low band Middle band High band
Cost per lead A$40 A$80 A$150
Leads that reach a quote 20% 30% 45%
Quotes that bind 15% 25% 35%
Leads per bound policy 33.3 13.3 6.3
Lead spend per bound policy A$1,333 A$1,067 A$952

The arithmetic for the middle band: 1 ÷ (0.30 × 0.25) = 13.3 leads per bound policy, and 13.3 × A$80 = A$1,067. In the high band the most expensive leads produce the cheapest policy, because the assumed quote and bind rates are higher.

Rules of thumb that fall out of the table:

  • Lifting the quote rate from 20% to 30% at the same A$40 lead and 15% bind rate cuts lead spend per bound policy from A$1,333 to about A$889.
  • A lead source can double its price and still be cheaper per policy if it more than doubles the combined quote and bind rate (the high band does: 15.75% of leads bind against 3% in the low band).
  • Compare lead spend per bound policy with the commission and fees that policy earns over the years the client stays, not just year one; Involve Digital’s guide reports a seven-year average client retention for one trade credit brokerage.

Our page on cost per client versus cost per lead for financial advisers runs the same logic for advice practices.

What hawking rules mean when you buy insurance broker leads

ASIC’s Regulatory Guide 38 says that when a lead generator collects a consumer’s consent, the insurance broker must still prove that consent was positive, voluntary, clear and reasonably understood.

The hawking prohibition in s992A of the Corporations Act took effect on 5 October 2021 and bans offering a financial product to a retail client in the course of, or because of, unsolicited real-time contact. Insurance is a financial product. Two parts of RG 38 bear directly on choosing a provider:

  • RG 38.77: where consent is obtained through a third party such as a lead generator, it remains for the offeror to establish that it was properly given. Its Example 18 describes a breach that occurs regardless of whether the caller believed the website lead generator had properly sought consent.
  • RG 38.37: the prohibition cannot be avoided by engaging a third party, including one that builds AI chat-bots; the person commissioning the chat-bot, or under whose licence it operates, is responsible for what it offers.

The prohibition covers retail clients only, as defined in s761G. RG 38 notes small business insurance packages can be sold to retail clients, so do not assume a business lead is wholesale. Ask every provider for its exact consent wording and have your compliance manager check it. What a setter may say is covered in our insurance broker lead generation guide.

The thesis behind everything we do

Why Pay-Per-Result is the only marketing pricing model that aligns the agency with you

Leads Now AI is a 100% Pay-Per-Result marketing agency. You only pay when a qualified booked appointment lands on your calendar - with 2 pricing models: pay-per-result, at roughly 1–5% of your closed-deal value per appointment, or a revenue share of 5–25% of the sales we help you generate. Both bill on outcomes. Not on clicks. Not on lead-form fills. Not on retainer months. Not on “strategy hours.” If the calendar stays empty, you owe zero. See full pricing →

1. Incentives align

The agency only succeeds when you succeed. We eat the cost of bad ad creative, bad lists and no-shows. You never pay for our learning curve.

2. Self-selecting shortlist

Only an agency confident in its delivery can operate this model. The pool of Pay-Per-Result agencies is tiny precisely because most agencies can’t survive on it. Pick from the agencies who can.

3. Cost cannot detach from revenue

Priced as a share of the revenue we generate, your acquisition cost stays sustainable across LTV bands. A $500-membership business and a $50,000-engagement business can both run the model profitably.

4. No retainer trap

The standard engagement carries no monthly retainer - nothing arrives on your invoice regardless of outcome. No 6 or 12-month lock-in, no clawback on appointments already delivered, cancel any time with 14 days notice. Early-stage businesses that need the sales systems built first are quoted scoped groundwork up front, never a standing fee.

5. De-risks the pilot

Test before commitment. A small scope-based setup fee covers hard build costs; everything after that is purely outcome-linked. There’s no “we’ll see how it performs after $30k of spend.”

6. Forces agency discipline

If nobody books, or none of your meetings show, we eat the cost. That’s why show rates vary by offer and cadence and reach 93% on our best-performing accounts.

The volume argument

A fully-ramped human SDR produces on the order of $200,000 a year. They work one conversation at a time, sleep, take leave, and cap out at a territory. Our agents work every lead in the list in parallel - responding in seconds, following up indefinitely without getting bored, and adding capacity without adding headcount.

At 100 qualified booked appointments a month against a $5,000 average deal value, that is $500,000 of booked pipeline every month - roughly what one SDR produces in two and a half years.

Read that precisely: booked pipeline means appointments multiplied by your average deal value. It is not closed revenue - closing is your side of the table, and your close rate decides what lands. The inputs above are a worked example; we size them to your actual deal economics before quoting. What we can evidence on our own numbers: 50,769+ appointments delivered since 2017, database reactivation converting 4.4–8.9% on dormant CRM lists, and show rates that vary by offer and reminder cadence - up to 93% on our best-performing accounts.

The proof: 50,769+ AI-booked sales appointments delivered since 2017 across coaches, consultants, RTOs, course creators, finance brokers and B2B service firms in Australia, USA, UK, Canada, NZ and Europe.
